Each permit office on the Suncoast runs its own portal, its own checklists and its own fire review path. Here is how commercial plan review actually works in all six jurisdictions, from the office that covers your address to the paperwork due before the first inspection.

Quick answer: commercial buildouts in this market run through one of six offices depending on the address: Sarasota County, the City of Sarasota, Manatee County, Bradenton, Venice or North Port. Four use the Accela online portal; Venice uses eTRAKiT; the City of Sarasota uses its own FTG portal. Plans generally need a Florida architect's or engineer's seal, review includes fire and accessibility, and only Venice publishes a commercial review timeline (thirty days). First question: which office owns your address?

Jurisdiction follows the property line, not the postal city. A "Sarasota" address can be in the City of Sarasota or unincorporated Sarasota County, and the two run different portals, different fee schedules and different checklists. Lakewood Ranch is largely unincorporated Manatee County. Before anything is drawn, we confirm the jurisdiction, because everything downstream depends on it.

About fees and timelines. Every office publishes its own fee schedule, and several changed in 2025 and 2026 (Bradenton reset fees in July 2026; Manatee County added private-provider reductions the same month). We cite the current schedules when we price your permit costs rather than printing numbers here that go stale. And we do not promise review turnarounds the offices themselves do not publish: among these six, only Venice states one.

What commercial plan review actually checks

A commercial permit is not one review but several running together: building code compliance under the Florida Building Code 8th Edition (2023), fire protection under the Florida Fire Prevention Code, accessibility under the Florida Building Code's accessibility volume, and for some scopes zoning, flood and utilities. Expect the submittal to include sealed drawings, a life-safety plan, an occupancy classification and code analysis, and energy calculations. Manatee County's published commercial checklist asks for all of that plus structural calculations and Florida product approvals. This is also where a change of use gets caught: turning a retail bay into a restaurant or an office into a clinic brings its own code consequences, so we surface that before drawings start.

Fire review: one county, two systems

Fire plan review follows its own map. Sarasota County Fire Department handles fire review for both unincorporated Sarasota County and the City of Sarasota, with published submittal sheets for sprinkler, alarm, hood system and related scopes. Manatee County works differently: independent fire districts, including Cedar Hammock, East Manatee, North River, Parrish, Southern Manatee and West Manatee, each run their own plan review for their territory, and the City of Bradenton has its own fire department with a fire step built into the city's commercial permit routing. North Port Fire Rescue reviews plans for North Port and publishes a turnaround of about 12 business days for fire review. The Notice of Commencement, stated precisely

Florida's construction lien law is widely misquoted, so here is the accurate version. The owner records a Notice of Commencement with the county clerk before starting any improvement that is not exempt; the lien-law exemption applies when the direct contract price is $2,500 or less. Separately, the building department must require proof of the recorded NOC before the first inspection whenever the direct contract exceeds $5,000, with an exception for heating and air conditioning repair or replacement under $15,000. The NOC is recorded with the Sarasota County Clerk or Manatee County Clerk depending on where the property sits, and it must also be posted at the job site. Commercial permit questions

Do commercial buildouts in Sarasota and Manatee need a permit?

Almost always, yes. Interior alterations, tenant buildouts and changes of occupancy all require a commercial permit with plan review. Sarasota County's building permit guidelines, for example, require a permit for construction, alteration, addition or change in the occupancy of any building, including alteration of interior walls. Finish-only work can sometimes avoid one, but assume review until the scope says otherwise.

Which permit office covers my commercial space?

It depends on the address, not the mailing city. Unincorporated addresses go to Sarasota County or Manatee County; addresses inside city limits go to the City of Sarasota, Bradenton, Venice or North Port. Lakewood Ranch addresses are largely unincorporated Manatee County, and Palmetto and Ellenton run through Manatee County or their own authorities. We confirm the jurisdiction at the walkthrough.

How long does commercial plan review take?

Only one of the six local jurisdictions publishes a commercial timeline: the City of Venice says most commercial plan reviews can be processed in thirty days. North Port's fire prevention division separately publishes about 12 business days for fire plan review. The other offices publish no turnaround figures, and third-party estimates floating around online are not official, so we build the review period into the schedule rather than promising a number.

Do I need an architect for a commercial permit?

Usually. Commercial plans generally must be signed and sealed by a Florida-registered architect or engineer. The City of Sarasota's commercial alteration checklist, for example, requires an architect's seal when the valuation is $25,000 or more, and Manatee County requires signed and sealed plans separated by discipline for electronic submittal. Venice publishes limited exceptions for small mechanical, electrical and plumbing scopes.

What is a Notice of Commencement and when is it required?
